Redistribution “The moral test of a government is how it treats those who are at the dawn of life, the children; those that are in the twilight of life, the aged; and those who are in the shadow of life, the sick, the needy and the handicapped” Hubert Humphrey, former US vice president.Even when the economy starts turning around and millions more jobs are created, the state will still need to play an important role in alleviating poverty and helping to uplift the disadvantaged. It may also have to do this for the next two or three decades. The government must ensure the effective provision of sound education, healthcare, and housing. The government must also continue to provide monthly social grants for children, pensioners, and the disabled.The SARA government will continue to look after the poor and the disadvantaged, but the social services grants must be funded on the back of a successful, growing economy, not debt-financed, as is the case with the current dispensation.

All the citizens will go out onto the streets to clean the country, collect litter. •Restore policing, moral order and accountability in the justice system. •Instill good governance in all the three spheres of government.

Lean Government•Reduce cabinet ministries to 20 portfolios in the short term, an estimated saving of over R70bn per annum for the fiscus. •Eliminate the Deputy Minister role from the government, an additional saving of over R45bn per annum for the fiscus.
